The Saffron City PokeCenter is unique in that it often takes in a large number of stray Pokemon from nearby Lavender Town due to the unusually high number of missing trainers in the area. Because of this, Saffron Center (as it's known internally by employees) serves a large role as a major Pokemon shelter in the region, caring for and counseling tame but abandoned Pokemon and helping find them new trainers in addition to performing the functions of a normal Pokemon Center.
Most of the Pokemon unlucky enough to end up at Saffron Center are given only the best treatment by the nurses on staff to help them recover, but due to the nature of its practice many types of Pokemon from many different owners are gathered together in one overcrowded space, and some of them are less well behaved than others.
A particular Lucario who ended up at the center for unknown reasons proved almost impossible to deal with, constantly picking fights with and stealing from the other Pokemon, and even scaring off trainers who would otherwise be interested in adoption. The last straw was when he was caught peeing in the shoes of a nurse who had disciplined him, and it was decided that something would have to be done to both break his pride and get rid of him to make space for other needy Pokemon.
What you see here is the solution, a fate that he fought tooth and nail to avoid, until a Raichu paralyzed him and left him helpless. His wrists anchored by rope, all he can do now is try not to cry as he's laughed at by every passerby on the busy cobble street. All he can do is hope that someone, anyone, has the mercy to buy his freedom before the whole city sees him like this, but right now that doesn't seem likely...
