(Get the pun?) Here's his story:
When anyone in his place needs fixing, he's the go-to for everything that needs a fixer-upping.
But here's what makes him different from all other inventor characters in cartoon existence:
He can't invent things, or fix things very well! (In fact, he might turn your car into something else!)
He's no red-haired Dexter, or Mary and Susan, or a wise old Cricket, but what he lacks in craftsmanship, he's got it big in heart.
And that's what wins people over.
Unless they're newbies, no one expects their stuff to get fixed by Cooper Wire. But his ambition, determination, and love for doing what he does is what brings people to him in the first place. In a sense, he's just like any kid who wants to make it big in real life, and that's what makes him a good role model for the kids. In the end, he improves overtime, and kids can learn with him.
To him, science is magic. And to his friend (which you'll meet very soon), magic is science!
