Nice impression! I would say "lizardman", the garments and the general look and feel suggest that (particularly a Saurian from Battle for Wesnoth), hope no problem seeing you tagged him "dragon". What feels off is the general perspective of the helmet, appearing like it is worn lazily, slanted to the left. Otherwise I like the way you handled it with minimal brush strokes with style, contributing to the overall impression.
