As his name and appearance will hint on he is very fond of the "Matrix" franchise, but not much is know about him as a character. (He is a bit of a mystery.)

Is he...
A real member of a secret resistant group that is rebelling against the machines?
A Vore criminal that uses the act of being a character from the movies to get closer to his meals?
Or just a big Matrix fan who likes walking around dressed like this?

There is no real answers yet, as no one has been able to get a real chance to talk to him, as he often has a tendency to "disappear" when someone wants to know more about him.

I leave the mystery of him and his background for you to debate about.
