Rose is a fan character for a cartoon called "Monsuno". S.T.O.R.M is a military organization that created the monsters in the show and are trying to keep the knowledge of these monsters from the world. S.T.O.R.M experiments a lot on people and the monsters so them making a weight gain potion seems possible.
