Because it's fantasy. I'm not necessarily a fan of non-consenting or non-volunteering stuff, but I can tell you that... well... it's fantasy. Obviously 99% of people wouldn't do something like that to someone... besides, the purpose of the picture isn't to watch someone in peril. It's a fetish pic.
