They're called "follow eyes" or "concave eyes." A normal eyeball is convex, meaning its curve is outward, like a ball. When you look at a normal eye from the side, the white area closer to you gets larger, while the area farther away gets smaller. With a follow eye, the eye curves inward. Think cave (concave, get it?) Now when you look at a follow eye from the side, the white part part further away appears larger because you can see more of it, while the closer area shrinks, as it's hidden by the indentation. Since our brain is used to seeing a convex shaped eye, it interprets the shift in visible white area as the eye turning to follow you. The eye itself actually doesn't move, but is always looking straight ahead.
