This guy is Radical Panda from the webcomic Erin Dies Alone. It's a really cool, dramatic comic with a lot of pretty art and emotion.

Basically, my Mate requested I draw him underwater because we find this character super cute. Pretty sure this is the only fanart of this character to exist, at least as far as I could find. And it's fetish art! Victory!
