So Jack also attends University. He's super eager to learn even if the university is on the other side of the city. There was a lot of overpriced textbooks needed for his classes, and lacking a book-bag did not help. But nonetheless Jack would take the long walk to class. It was difficult to see where he was walking, and it wasn't until he accidentally knocked over the top of a building did he realize how awkwardly big he was to his surroundings! The damage wouldn't be permanent but it was still an inconvenience. There was nothing to be done but continue to class, At least now he would get there faster...

Good question!
The short answer is that it just sort of happens... c.c
The long answer is that he actually is growing them, as well as his clothing, and fixing the damages... He just doesn't realizes it as it always happens when he isn't paying attention. He's an oddity for the universe, and so when he isn't conscious of what's happening, things happen.

Well it ain't quite random... He's the one controlling his size, he just doesn't realize it. So he'll change size for easier convenience, but due to the lack of control end up too big or small. If he wasn't always so absentminded he would never grow or shrink but because his head tends to be in the clouds of his own thoughts, he tends to find himself breathing clouds...
He has quite the power, he just isn't aware to the full extent of his powers.
As to if he's the only one; as far as he knows yes.

I would say that there really isn't a limit on his size, but there is a sort of soft limit to his size. Basically whatever size where it would be impossible not to notice.
Does it happen in class? About as frequently as someone daydreams in class... xP
The stepping on people thing is something I haven't really thought of for him. I would like to say the same thing that happens to anything he damages. It just fixes itself shortly after. He would be chaotic-good if he was a DnD character.
Quite a large actual range to grow things. But since he doesn't directly control the power, it's limited to what "makes sense" to his subconscious. So stuff like clothing and anything carried would almost always match his size.
