Little of both. Macross took awhile to take off before it became the mega-hit it eventually was, and the studio wanted to save some money. Hence, the fever dream.
Another interesting bit: The series was supposed to end with Hikaru and Misa looking up in awe as the SDF-1 landed after Earth was destroyed...but, by that time, they had a hit on their hands and had to add the whole "Reconstruction Blues" arc to the series.

She's an airhead, and naive, and doesn't understand warfare problems, but she wasn't a horrible person. She's the sort who just wants everybody to give up and all live happily ever after with no thought to the logistics of forcing that to happen. She went for the music career because she was told it helped people- and she was probably distracted by brightly-coloured flowers. (No not THOSE flowers, just brightly coloured daisies or something)
