I do like this look over the old one a lil but his arms bother me i think i need to tone them down a tad. I was trying to get some what of a punk rocker thing going but i think it came out a tad more goth.

Hmm...I kinda understand what you mean by the biceps. On their own they're fine, but in comparison to the torso they are a little big. I'd maybe suggest making the torso bulkier, rather than making his arms skinnier.
As for his height, I don't see a problem. I think he's well proportioned, especially since he's a squirrel.
