Serously, the taxes wouldn't be that bat if there were more transparency, perhaps an itemized bill "Garbage pickup for the year $X, Sewer maintenance, $Y, Road maintenance, $Z, Mayor's payrol, $$$A, Graft/Kickback fund, $$$$$$$$B..."
