PPE is used to reduce the damage taken if you are in an accident,
a safety helmet (hard hat) is useful for when a brick or short length of timber falls from the scaffolding
If a girder was to fall straight on to you it wouldn't matter much if the all of the PPE you were wearing was on your head, it is still going to go through you.
Luckily falling objects is only the second most common cause of injuries and accidents on the construction site, the most common being falling from said height.
Preventing accidents takes Training and consulting HASWA (Health And Safety at Work Act)

My Uncle Redd used to work on oil rigs in the 1960s, and he wore one of those "Tin Pot" style metal hard hats. He was also instructed that if a tool was dropped from on high, never to shout out or draw attention. This insured that most likely the object would hit the hard hat, and not strike a worker in the face.
