Actually he's more of a stern-face than a grump. He doesn't smile a lot but he doesn't act like a sour-puss either, so unlike Raid who frowns because he's in a bad mood, Dual is more of a constant flat-line.

Well his character design has gone through several revisions, so maybe his eyebrows were part of the later changes.
