Oh who knows. It's a pretty rough and tumble world you have pirates and slavery and gangs and what-have-yous. Since she's clearly not being subtle about it I assume she's not trying to secretly manipulate someone so uh probably making it so someone can't shoot her while her friend shoots them. That's my guess.
