I am pretty sure it's there to catch others who are spamming projectiles or turtling like crazy. I don't know much other use other than that. And yeah it's really slow for what it is, too. :/

I also think if it hits an airborne opponent, it causes a no-recovery knockdown, but that's pretty hard to do unless you're predicting the move crazy and Dragonite is no Psychic-type ;^P

Yeah that too. I don't think one has to be psychic to know when one is in the air, though.

It has situational uses jumping over projectiles! I've become quite good at using it for this purpose :^D Otherwise it's pretty useless :^P
