I'm not exactly sure what you're asking so I'm gonna guess. Sorry if I misinterpreted what you're asking!
While it's original dub is English, Help! I'm a Fish was created by a Denmark animation company called A. Film. They made it that way because they thought they were going to get most of their revenue from American audiences. However it wasn't brought over to America till 2006 (under the title A Fish Tale) because they were offered a piss-poor amount of money to bring it to the USA. And even in 2006 they didn't get that much because it was marketed so badly.
I don't remember who the American distributors were but I'll never forgive them for what they did to this poor movie. :(
