Who I think Gen. 1 was composed of. I also think the mini Freddys are kind of like the cupcake, likely just something extra for the sake of selling toys. Then later as they were all sealed away they (horrifyingly adorably) looked for shelter from the weathering by hiding in the bulk of the larger Freddy.
