I have been working on this, off-and-on, forever it seems like.
My original cover for this chapter was done in (I think) 2005, and I never liked it. An artist friend agreed that it wasn't very good, so when I knew I'd be doing a new cover I asked him to do a better rough of it, which he did. It incorporated the original design, but from a different angle and distance. I thought it looked great, but when I tried to do a finished drawing from the layout I kept screwing it up. After literally 3 or 4 tries, I still didn't produce anything I was happy with.
Since I was sick to death of trying to get this damn cover looking decent, I produced a much simpler version than either design and went with that. I'm still not thrilled with it, but I never claimed cover design was my forte`. Thank god the original covers for the remaining issues are decent enough that I can reuse them and not have to do new ones.
Why did I have so much trouble trying to translate my friend's layout into final art? The only thing I can think of was that the background was too complicated, and I just didn't want to spend a million years rendering the background in Photoshop. Color me lazy, I guess.
If people are interested I can post the original cover + the friend's revision.

The angle and perspective is fine, what it lacks is depth, with the walls specifically. You did well with the silhouettes in the background,which indicate depth, but the walls have the same texture/sharpness in them, so you overlook the lineart dividing them and it looks like its the same wall which goes against the silhouettes. Other than that, its a great cover that lets you know who the main character is, and a base plotline (he has issues with the rest of the characters in the scene).
Good expressive portrait of the governor. Quite effective, and an improvement over the original layout. I did work up a revised layout, using a low dramatic angle with Reezon looking a bit small in the center, defensively reacting to being surrounded by threatening denizens of the undercity looming large in the foreground. But that layout threw the background into 3-point perspective, which can be tricky to integrate well with the character figures. Here, Graying out the background elements effectively creates atmospheric depth. If you'll let me, I'll add my layout to my scraps page.
