Yup, they can't have children. It's slightly explained how he came to be.

From what I understand they can't normally have kids (Gems are made by machines, like at the Kindergarten where Ameythist came from), but since they can shapeshift Rose shapeshifted herself a womb so she could give birth to Steven.

Gems cannot have children. Rose had to give up her physical form to have Steven, meaning he pretty is his mom. But instead of just a slightly different form like other gems get, his personality/memories are different. She did look pregnant, but that's never given an explanation. It's likely she made herself look that way. For now, we don't have a real explanation, but they did say she pretty much became him, so she wouldn't have been able to give birth, if they can't exist at the same time.

Oh. Fair enough then. Confusing as hell, but that makes sense I guess.

Ya, let's hope they give more backstory to that, though I don't expect that any time soon.
