This is in regards to Recoil, Piecemeal, and others that I plan to introduce on how they got form their 'sister' Earth to the Earth they are currently on.
I also take into account, but don't really mention in the document, on multiple earths in the entire vast space of the galaxy, not taking into consideration alternate universes or what have you purely 'there's more than one and right now I've provided an example of two. Her's and Colmaton Earth.' This might be considered a theory on that there are multiple Earths and that there are many, some where events where different mainly because of whoever seeded these worlds decided to see what specific things would occur if one advanced more quickly tech wise, or if one was something else. Recoil's world was gifted with being quick to develop through tech, and was around a tad longer than Colmaton Earth, Colmaton Earth could be considered one of the 'control groups' where nothing was done and they were left to grow and thrive without any interaction. To this degree one can imagine many other Earths all either 'control' or ones that had specific purposes considered for them.
That being said, lets move on to the meat of the matter.

To best explain how Jessie came to be in Current Time Colmaton Earth from her much further along in time and technology earth without it coming to childish "because I said so, nyah." conversations lets put it as this: (the math may be a bit off, feel free to check behind me to correct any mistakes in the math.)
Imagine a large stack of printing paper that is exactly two-hundred sheets of paper in number, each sheet of paper stands for roughly one-hundred galaxies, multiply these two-hundred groups of hundred galaxy sheets by one-million and you'd essentially have the estimated bredth of all the galaxies available for this example being given.
Now, all these galaxies once stacked together would be a figurative compression of the dark untraveled, far flung galaxies that are out there. Now imagine these sheets are connected by numerous tubes some spanning through all sheets some running between one some but not others and all feasible possibilities. These tubes are essentially gateways linking worlds that are unfathomable distances apart to one another and for those able to come and go through these gateways they are able to, with the right equipment, to come and go as they please. For those, in Jessie's example, who through sheer unbelievably stupid luck are thrown across time, space, etc etc and to come out the other end on a younger twin to her own world and not some world where she'd likely have been killed in all manner of speak-able and unspeakable manners. Not to mention her having in some form or fashion actually passed through any number of eddies that reside in poorly established gateways and came out unscathed it is a miracle she didn't exit as a completely different creature, younger, a different species or gender, or any other number of harmless and harmful outcome that would've come from passing through an eddy.
That bit of incoherent jabber aside, Jessie, through her bizarre fortune, left her own world, with a Scourge alpha locked in combat with her as they both tumbled from her dying world and were deposited within Current Time Colmaton Earth. Through a short scuffle between her and the Scourge Alpha it retreated and as she gradually began to realize she wasn't on her world anymore became apparent that if the Scourge Alpha had enough time to heal itself and reproduce this world would fall to a similar fate as her own.
With no clue how she's even make her way back to her own planet, let alone if she even wants to return to a dying world, if it wasn't already dead, she decides that it would be best to try and meld in with this society. Through some form or another she eventually figured that perhaps melding in and hiding away her skills and resources would have been a poor choice and instead she'd be better extending a hand to the BOS and seeing if her skills could prove useful to them. Through her ten years of training she had the skills and even the gear to be able to lay down some serious pain, or apply a more non-lethal touch with knock-out rounds for her weapons that were originally intended for training and use for tending to rioters. She knew with her strength, armor, and all that it came with that she could be a valuable member of the BOS, the heroes registered or not, and an unforgettable foe to any villains that threatened the peace while she was on the job.
Perhaps what she left behind on her dying world would never find its way to where she currently plans to reside. After-all, an unfathomable army of Scourge evolved over generations of feeding and picking Jessie's world cleaning of technology integrating all that would serve them well and if they ever found and consumed the technology that allowed for Jessie to be flung through to the other-side of the great big ocean of the void then any and all worlds, Current Time Colmaton Earth included, would be at the mercy of the Scourge. But perhaps this is all speculation and the Scourge will never learn to peal back time and space and step through the gateway and set foot onto foreign worlds and kill them like they had Jessie's. Perhaps even if they did the sheer number of heroes and the villains that also call Current Time Colmaton Earth home would be able to band together and fend off such an invasion and bring the Scourge to heel and stop their plague like expansion.
Surely the combined might of a world brimming with heroes and villains alike are more than a match for the hive minded, quick adapting, fearsome Scourge. With Jessie's knowledge and experience of years of fighting them surely all would not be lost, surely the tide would be turned in the favor of good almost as immediately as the Scourge begin to emerge.
