Yes, I've the feeling most of the new characters or side characters are first made in Japan first. They did have some incredible and pretty long parade too compared to US or French parks. But some inovations like talking and moving heads are coming from US.
We weren't very lucky about characters in the French park, but it seems Disney France change their mind, and did put a lot of characters here lately too.
But I think that your lines and meets and greets are more regular and stay longer open to public too during the day.
In France, it's hard to find a character after 6pm unless there's a parade or some secific event.

In fact, there's a little trick with Minnie/Daisy and of course Clarice shoes too ;)
The oversized shoes are just a cover, there's is anoter shoe in the shoe.
Those are not high heels, but those are flat shoes inside it.
If you watch carefully some pictures from the side or from below, you will see the high heels "hole" is painted in black.
That's where the heels of the suiter are really.
This trick is made in order to cheat a bit with your brain too.
In fact when you will see this character or other girls, it will make you think that the character is smaller than what she really is.
If you see Mickey and Minnie side to side, and if you see they are both the same size, your mind will think that Minnie is shorter because she's wearing high heels and Mickey is not ;)
The same goes with Clarice and Chip or Dale.
