This was a joke between me and a friend. We talked about how everyone keeps going on about how Jigglypuff can kick the asses of dragon Pokemon, when in reality, giving Jigglypuff the fairy typing, in our eyes, doesn't make it that much more impressive. So in this scene, a low level dragon Pokemon (Gible) is frightening Jigglypuff just by touching it.
