I lot of people think this.
There was one megaman game (that nobody really played because it was an arcade game) that states that Dr. Wily created Zero as a weapon to destroy megaman. At this time, protoman already existed.
I'm not sure if that game was cannon, but most people who have played it would say that it definately could be.
Still, this picture is very, very, very, very awsome...

Not to mention that the X games clearly state that Zero was Dr. Wily's last creation. He's pretty much meant to be a successor to Bass, just as X was to Megaman. In fact, without Bass' atrocious headfins you'll find that he's a dead ringer for Zero!

As for the debate: The game yowesephth was talking about dosn't make enough sense in itself, to many factors were off. As for the X games, It is true that they make it obvious that Zero was built by Wily, but they never actualy said how, besides Protoman was built buy Wily anyways when he worked with Light. And Zero was only Plans when Protoman was around. So it could still be true that Blues (as his original name was) is actual Zero after being, and I can't stress this enough, REBUILT buy Willy. And if you go buy the arcade games Blues core was unstable and leaking, it could very well be that Wily found him after his core went offline and used his parts to finish Zero. Since in the game Zero was never actualy finished: Wily had said that he WAS building a robot that would beat both megaman and Bass

i just notice that at the end of megaman 3

protoman is in fact "model No. 00"

and megaman is "model No.01"

so i just assumed that he was still the original humanoid robot even in the x series.
first to rule them all i suppose.....he does pretty much keep them all in order, even when megaman loses his mind to.......whoever took over his mind in the zero series.
all the side scrolling megaman games rock. and i don't believe in battle networks or thunderforce. those didn't happen, never. and if they did, they didn't happen with megaman. lol
