Scale effect ? Very easy.
You draw the pic, color it, do the shadows. The scales are the last part. You just make circles. Make sure they aren't too dark. Bigger circles are on the chest, arms, wings and legs and smaller are everywhere else. Where the scales are seen from different angle, you make ellipses. That's it.
