Nonono, those are river otters! You can tell, sea otters have white heads. And river otters do hunt in river deltas, even a little way out to sea if there's lots of food around.
Yeah, otters will tease, but only between friends. Teasing is an act of affection! (as long as it doesn't go too far, of course) Acme, though? Maybe they were having a sale...

Although I agree that they most resemble river otters, I'm gonna have to contradict you a little by saying that not all sea otters have the blond grizzling on their heads. MOST sea otters do have a range of grizzling, from eyes to chest, but SOME never develop it. Another myth is that the amount of grizzling is an age indicator. A sea otter may get more grizzled as it gets older, but they don't start grizzling at the same point in their lives or the same rate.
