I've always been of the school that a straight up villain is boring. Evil people for evil's sake, too corny. No villain sees themselves as the bad guy, they just have reasons that conflict with the hero. So what could those be? :)
Besides, it's sometimes advantageous to start off with a bang and a mystery. ;)
