I like to think that when Foxy was active in the restaurant, he would be a storyteller, talking about his pirating adventures.
I also like to think Foxy is the only character that has anything interesting going for him. He has an occupation. The other characters don't have any definite facts that hint at their personality or anything. Strange, isn't it?

I always liked how goofy Foxy looks in the actual games; he's the least frightening of the animatronics, despite being the most paranoia-inducing one in the first game.
Nearly all fanfiction has him be a storyteller, especially DeltaV's stories (which really are a must-read for FNAF fans).
So, what kind of personality have you thought up for him?
Freddy himself looks like one of the Country Bears, actually, though I can't remember which one.

His jumpscare definitely wouldn't be scary without the audio. In fact, it kinda looks like he walked in on something he didn't want to see. He just kinda peeks in and his jaw drops. XD
In his stories, he'd be this suave, infamous pirate captain, "feared throughout the seven seas!"
Yet in reality, he's more or less just a big softie. Friendly and helpful, and just a bit too attached to his "pirate memories," believing he actually once was a pirate. (in case you can't tell, I believe the good guy theory, though only for FNaF 1. Its obvious he's attacking you in FNaF 2.)
Also, I can't forget, "This is not over... Bears!"

That description reminds me of the song from Muse of Discord called Foxy's Tale. It's about Foxy believing he was once an actual pirate before his time at Freddy's, although he's pretty clearly the villain in that song.
The only good guy theory I find plausible would be the one for FNAF 3, which posits that the phantoms are actually the dead kids trying to save you by scaring you out of the building before it burns down, not realizing that doing so actually causes you to breathe heavily enough to put you at risk of suffocation. It'd make sense, as they'd likely want to make amends for taking out their frustrations on innocent people for so long.
Also, the Country Bear I was thinking of was Henry. I haven't seen the attraction or movie, but I recognize the characters to an extent.

My thinking is, his running looks frantic. That, combined with the fact that if you spend too much time watching him, or don't check up on him enough, he runs toward you and leans into the door. Maybe the "EEEE" is the only sound he can make, and he's just making sure you're okay.
Perhaps he did kill someone between FNaF 2 and 1 and now he wants to help people survive instead. Except you die of a heart attack anyway so it doesn't really matter. XD

Well, believe what you want to. :3 Although, he does sing that little ditty sometimes (the song is labeled in the games files as something with "pirate" in it), so it's more likely that his voice box happens to glitch out the second he finds you.
Interestingly enough, he didn't cause the Bite, since he couldn't be seen in public at the time, and would've likely been scrapped if he had; the culprit for the Bite was most likely Toy Bonnie, as the Mangle was all the way over in Kid's Cove, and if Toy Freddy had done it, they would've had to rename the next incarnation of the establishment, possibly reworking it to make someone else the main character. Having Foxy as the star of the show would actually make for an interesting AU, come to think of it.

If Foxy were promoted to the role of main character (which would've made Phone Guy happier than a clam at high tide), Freddy would likely be out of the picture (or given a new cover, a la Concept Unification), and the other two would be given new roles, no doubt, likely as Foxy's crew (it'd be pretty ironic for a fox to have a rabbit and a chicken as lackeys).
