Unfortunately, the port and the game on it's own was indeed lacksided storywise. Some had a nice little story, but others were just bizarre and made no necessary sense. And some were made out of comedic purposes (such as DASHER Inoba's ending, which is infinite loop of him eating ramen noodles).

But I would have been content for any sort of context for some of the characters. like that one girl that can inexplicably transform into a lion...cat... wolf... beast thing.
There's also the final boss character, who may or may not be Red XIII's father.

"Jo" might be the character you're talking of. And the other you talk of is "Django".
And indeed, the context was also heavily missing. In fact, I doubt you got anything out of Django's ending. They just were there because they could be. The story and context was bit of a mess and majority told absolutely nothing about the premise, the reasons behind things and why they even happened. Not even history behind the last boss (simply entitled as "?") or why he is what he does was ever revealed.
