Headlight has never been to anything (legal) that could be considered a party, nevermind something as fancy as the PCA's Fall Formal. So you can imagine she's excited.
She was originally going to go stag, but Karma, ever the good friend, offered to take her himself. However, Karma's angry sorta-girlfriend Splash guilted him into going with her, leaving Headlight stranded again.
Wishing to outright avoid creating conflict between Burst and Sammy Linear, she hesitantly asked her friend Remmington instead. She felt rather guilty asking him, yes, especially considering his crush had been recently snatched up by some Luxray guy. But with her new bike abducted by her parents for a while, the approaching winter, and the threat of losing her house and property looming, the girl has a right to be a little selfish once in a while.
She's wearing that type of wide-brimmed dress for a reason. Smart people will have gotten the hints. ;3
Burst is utterly distraught. Sammy looks like he got gyp'd. XD

Well, since it's Burst we're talking about...pretty much everyone involved. XD
He blames Remi for 'stealing' his crush (he of course thinks they're dating now), he blames Sammy Linear for...well, they already hate each other. And he also blames Sammy Wise for not telling him more about his ex-girlfriend.
Unlike the first two, he will probably forgive Sammy Wise immediately. XD

I think there's two focal points here. Two main ones.
How you have the dress headlight was in with the last picture I commented upon aaaand colored here. (Which I'll admit, looks quite good on her as it's black and a contrast for her natural fur tone) along with how happy she is that she found someone to go with (Remi looking so gentlemanly like)
...And how the duo are in the background looking as if their whole plans have boarded the Titanic and they are both forced to watch them slowly sink away.
(Burst especially having the look of "But..all my hopes dreams and aspirations!" while crying his little heart out. Yet it's still far too cute to be taken seriously..^ ^;;)
