It took some practice. There's some trial and error to get through. If you have an interest, I suggest try it out before the big day to bring them out. It's still somewhat of a pain to put together. I can also show you how I do it sometime.
It looks a little better if the garters are outside of the panties but I found they keep them from coming going past the thighs till you undo the clips which are a pain to reclip. I put on the belt first with the panties over them. This open the option of keeping all the leggings put together. The clip also only work on the types of thigh highs that have thinner tops to them.
