I think the latter. Sure, he loves cookies way too much, that is no secret. But he then thought deeply on how he could've gone in a shopping spree all over the country and buy the rarest Oreos flavors, like the Cookie Dough one, the Marshmallow Creme one, or the Red Velvet one.
