Well they could be funded by your archnemesis EVE, the crazed robotic wolf, who wants to turn all living things into machines.
Or they could be agents of that evil scientist group ICD (Intelligent Creations by Design) that want to take you apart and figure how you work.
Or it could just be a paramilitary crazies that hate robots.
Just spit balling here.
After a successfully dodging a rocket attack, Digital enters into her Assault Mode and overclocks her power core to generate energy shields and super charge the micro fabricators in her arms to create more complex and dangerous ( but set to stun! ) weaponry.
