I like the markings on the guy! I love tribal style. Do they follow the same rule on white you told us in stream? About being a signal for bad?

Yes the white marks depicted on Phobias are all hints to his nightmare illusions. True to his name, he likes to taunt and harass his victims and opponents with ghoulish and horrifying imagery, thus his title The Nightmare King.
The clothes and wings are simply uncolored and aren't actually white here. xD
