The retired K-9 had suffered a series of debilitating seizures over the last couple of weeks and could no longer walk, so his owner was forced to make a very hard choice.

Yes... to some of the admin they might only be a piece of equipment. But to those in the field, they are just as much an officer as any other member of the organization.
As far as their human partners go, the best comparison I can come up with, is that the K-9 officer is part child, part life mate and all cop.

I think it's because these K-9's never see their own end, even as it bears down on them like a charging bear. They have a job to do and they do it with gusto until the very end. Even if that job is just being there for the human.
