Bulls are a symbol of masculinity, so most bulls are portrait as hyper masculin in the fandom. So I gues since not everyone is into hyper-masculin characters they are rather rare. Similiar stuff could be said for stallions, but you see a lot more feminine stallions than femine bulls. I think It might have to do with the rather common horsecock-fetish.

As far as I know I'm the only person that draws feminine bulls, but I enjoy using symbols of potency for the opposite haha.

If it doesn't have pointy ears, super fluff, and long tails with fluff (extra even); most animals outside of that category are less common. Wolves and foxes are the cliche' so that's usually what people go for.
