I'm gonna try to make it as close as possible to the vehicle from the game. I plan on getting the sound effects to play over the horn, probably fit it with some airsoft guns on the sides or something. I would be bringing this thing to car shows and stuff. I gotta find a way so I can construct the clown head for the roof. Wish me luck!

Making a base-
all you need is some wood and string to make the base. cut 3 pieces of some cheap sturdy wood and a bit of string as long as your project.
3- 1 yard bits
1- 1 yard
3 1/2 - ?" for the width of your full yard piece.
and nail them in a + with one going up.
No you have a base for your project.
nail your chicken mesh to the top of the base and use the string as a guide to round it out until you're satisfied. when you are done nail the rest down to the base.
read the instructions on how to prepare your fiberglass and layer it.
