Small-Medium - 21-22, Snug on a 23
Large - X Large - 23-24, Snug on a 25 (i'm a 23 and I still have snuggle room)

The two hats pictured here are for sale. the Bunny is a bit of a discount since some stitching is visible ><, didn't have any purple thread.
