You can always apply my theory of tattoos on fur.
Fur's burned away in the shape of the tattoo, let heal, and then tattooed over the previously burnt, now healed, flesh.
And thats the best advice ever.

I always assumed that tattoos-on-fur would be done with some sort of mystical ink pigment, applied like a normal skin-tattoo, but that also affected the pigment of the follicles in the area so that the fur grew out in that color. That, or the fur would be bleached or plucked over the area so the tattoo showed through.
