The weretiger character that I had TF art of has finally been repurposed - like, at the time, I didn't even have a NAME, just wanted "Oh hey let's do a tiger TF". xD Well now he has a name... granted as a tiger.
His name, Sherdhat. (He doesn't exactly like to say what his family name is given the reputation for his clan and their alliance in many other provinces) And yes, he -does- use a more japanese style of fighting more suited for his own supernatural abilities (Speed - helps for Iaido. Not that this is a tiger-clan exclusive thing.)
In the world where Sherdhat is from, it's said that the gods created the land. Before humans, there were the Stone Lions and the Kirin, who were said to have been the children of heaven and earth. Something happened (Nobody knows, mass extinction event? :P ) and they went extinct. The animal gods decided to step in and brought it back, and left it to their own progeny... humans. They all left something that is still in use today - Roads, money, math, science, arts, hairstyles, a lot. It's not exactly known as to how they were created, but this was only the last in a series of violations of the Divine Law. As punishment, the Makai were sent to exterminate them all. Twelve of them decided to "Screw destiny" and rebelled, assisting their own progeny in the struggle against Makai. The ones who would later become the 'minor' clans joined in as well.
Eventually, it is said that the divine emperor themselves ordered a halt to it all, and ordered a ceasefire. A negotiation was reached.... the newly created mortal races were allowed to live... but the condition was that they could not have -any- interference from the divine anymore. The Makai were not allowed to enter (Thus they could not be killed), and neither were the animal gods. They were given some time to clean the mess up and see if they could flourish and not die like the precursors - after that, bye.
The land was divided up into fifteen provinces - the twelve major clans who acted as the heads of state (the khans) in each one, the Emperor who served as the unifying force for another, and two that were not given to any clan.

..."Why's he a tiger if humans were the result of the animal gods progeny"?
If you are born with any 'major' blood from a clan, then you will be a were-creature. No, this isn't a result of incest, as let's just say they created a -lot- of clans, and they're all capable of interbreeding with each other. Since, you know, these humans are the result of gods offspring and god DNA doesn't -really- play by our rules... yeah. The whole 'major blood' thing used to be uncommon, but it's becoming more common, since you know one could carry a minor blood, have a child with another minor blood of the same ancestor, then boom, major blood. [Inspired by Fire Emblem 4.] The only rule are no real 'hybrid's for this... even though having a major and a minor does tend to have an effect on your trigger.

People tend to turn into anthro animals via certain moon phases (The rabbits are the full moon because... come on, do I have to explain this to you?) and something else... in Sherdhat's case, it's hunger. In other peoples' cases, it may be something like fear. Or maybe lying. Or maybe hysterical laughter. Or maybe something else... heck there are all sorts of various things!
Sherdhat himself is a bit of a defector from decadence. See... these clans aren't all exactly united under one banner. Most of 'em have some kind of common ground with another (Lions are aligned with the tigers for one. Btw these are asiatic lions. :P) and have alliances, but others have some kind of common scheme - all want to essentially run the land, and... well, yeah, it's like the Sengoku Jidai. :P (Zodiac-Furry nobunaga ambition?) So rather than go along with something he disagrees with, he'd rather decide. He also has several allies- like the woman who he had an arranged political marriage with (...that was actually nicely arranged at that), a monkey hermit named Jandaran, a bunny named Ming.... Well, sure it may sound really really weird, but when you consider this is a land where the rarest genotype is "True Human", where the Emperor is most often a "She", where you might actually buy your food from a traveling pig, where "horseman" isn't someone riding on a horse, and where every stomach pang has a chance of making you turn into a tiger... Yeah. :P
Despite having a bit of japanese and chinese influence, there's also influence from other asian mythoses as well. Hence Sherdhat's name - guess which language it is. :P

The only way it ties into your birth are which clan(s) your parents are descended from, not what year you were born in. :P The zodiac was a motif because it shows up a lot. There's a lot of blending here. (Like say, you know those "Four divines"? Yeah... there's overlap with them, too. :P)
