This is a Nazi eagle which were engraved on a wall at the Parc Blossac at Poitiers, France. It was engraved in 1940 by the Germans when they invaded the city between 1940 and september 1944, month where the French Resistance has freed the town.

Well, it's true that Poitiers was an important city of France before the French Revolution of 1789, that explain the number of historical things at Poitiers and the number of church which give it the nickname "the city of hundred spiers".
After, there's also a little historical places of the WWII like the railway station which were bombed by the British in 1944, the neighbourhood Les Dunes which was bombed by some Mosquitos of the RAF, also in 1944 or the highschool Victor Hugo, former German military hospital from 1940 to september 1944.
