In any case I am sure Winston would never use a Direct Order privilege. I mean, by now he can't any more.

Max could - however she could override his direct order with the higher priority to protect human life.
So in theory Winston should have been able to give her one, too, or was it mentioned somewhere he could not?

To the best of my memory, neither Winston nor Max were recognized "direct order" authorities by Florence. The mayor, the police chief, various EU personnel, but not Max or Winston who were just "ordinary citizens." There might well be situations where they might acquire that authority, but they'd be rather rare and temporary.

Ah, okay, I hadn't noticed that Max wasn't authorized, I understood it that she actively circumvented the safeguard for the higher law of protecting human life.

It's a bit of a mix of the date night and this dress, since I drew it entirely from memory, and apparently those two sort of blended together in my mind. (That makes 4 dresses total so far, Blue dress, Date dress, Collar dress, and Gold dress. Unless I'm forgetting something)
