First of, why is Gordy smiling? He's a dour Scot! And therein is the joke. He often delivers news on the economy that we dread (through his lackeys, how brave!) and always says we can get through it. Maybe he's happy because he's 'prudent' (his key buzzword) and we are all suffering if not prudent. In fact, I think he likes delivering bad news....
