How come you can't change the hair? She's giving out the sai files for the items, correct? Hopefully then, she still preserved the layers of the line work to be able to be edited a lot easier. If not, then it could still be edited, just might take a little bit. But it's not impossible to do, it just might be annoying or tedious if she has all of the linework on one layer and you have to match her lines to edit the hair.
But I've worked with bases where there was just the one layer and I had to edit it or make it so that I could add or remove things. Just entailed me carefully erasing the lines I didn't want to use. But she even said it's okay to color and edit them so I don't know why someone would have told you it wasn't possible. It's certainly possible, it's just up to the artist to figure out if they want to actually do that or not. But I could do it without any problems as soon as I see the sai files.
