Well, I seem to be on a bit of a new character hype here. Here's another one, which also came about from discussion with a friend.

Meet Amrelia. This is her Pikachu form, though she can also change into an Eevee if she wishes to. She's a cute girl who seems very carefree. You can see her walking about in the wide open without any worry. From the front, she looks like a normal Pikachu, but if you saw her from the back, the stripes on a Pikachu's back would look like snakes.

Now, the reason for the snake wrapped around her. Amrelia has a very special talent. She could be described as a "snake queen". Snakes gravitate to her like she's one of her own. She is also able to call snakes around her to aid her when she needs help or if she's in trouble. That's why she has little fear, she knows she has an army of snakes willing to aid her whenever she needs the help. Essentially she's able to control them freely. She lives with a large number of them in her burrow, so entering her burrow isn't the smartest idea.

This snake control comes with another benefit. She cannot be harmed by a snake. She could be coiled by them and not be suffocated. She could be bitten and not feel pain. She has full immunity to all snake venom and if she is ever eaten by a snake, the acid of the snake's stomach would not harm her. She would even be able to breathe in it

Of course, the above defenses only apply to snakes. She can be hurt/poisoned/killed by a creature that isn't a snake. But she would call upon some snakes to protect her if she ever feels threatened. And as for snake like pokemon, it's a bit different. She can't control them like she can control other snakes, but she is better able to negotiate and talk to them while retaining her defenses against those pokemon.

Personality wise,she's carefree and casual. She's obviously very knowledgeable about snakes. She is known to help her snakes hunt when they're in the need for food. Her ability to paralyze prey with electricity is very helpful to get her snakes food.

I may draw her as an Eevee one day. She looks like a normal Eevee when she's an Eevee, except the snake-shaped stripes on her Pikachu form carry over to her Eevee form, so there would be snake-shaped stripes on her back.

That snake around her is just meant to be a generic snake. I didn't have a species in mind when I was drawing it. I also tried to apply a 'scales' effect for the snake. I think it looks good.
