No, it's definitely not a Diancie. The ear-shapes are too big for Diancie, the forehead diamond is too small, and not the right shape, the diamonds jutting out the back of her head are absent, the neck-fluff would be more gold necklace-y, with a diamond shape in the front, and she's not wearing a dress/shirt thing.
