nurio! He chose to have his winning be made into a gift for a friend... Super GENEROUS of you, Nurio! Thunder Fire belongs to said friend! Rarity belongs to Hasbro/etc though! (I used her costume design from the unused Luna Eclipsed storyboard, lookat my ability to read the wiki aw yea)
The costume is fine, it just needs to be... Scarier.
It needs to be about 20 percent scarier.

Okay! Now to comment on the actual drawing...
I've actually said most things I wanted to say already when I saw the sketch earlier. The composition is good, and I love the expressions. They're pretty much perfect.
I like how the scene looks busy, but not overly so. It's exactly how it should be during a festive day, with everything decorated like this.
Speaking of the decorations, they are all very appropriate, and I am amazed you were able to make everything look Nightmare-Night-themed!
It's true dedication that you looked up Rarity's costume to make everything as accurate as possible.
Lastly, one has to wonder how badly kids still want candy if it's covered in cat hairs. But of course, that's none of Opal's concern!

Waaah, thank you! The ponies themselves were my favorite things to draw here, I'm happy that they still stand out from the background so well! It's always a worry with a detailed background (especially in high contrast)... "Will the characters look lost in busy lines?"
I couldn't imagine Rarity NOT making the boutique as fabulous as possible, for this most fabulous of nights! ... Though I wonder where she found the time, making all these costumes...
I do love my accuracy! Though frankly, I imagined her in a very similar outfit... I guess that the costume is a natural choice for her. What kind of costume would you imagine Rarity in, other than this one?

No, I don't think the characters look lost at all. You may need to focus a little, but everything is clear as clear can be.
Oh gee... I am about the opposite of a designer. In terms of designing, I have zero creative sense. When designing a building, I'd be the engineer instead of the architect. Essentially, I guess it's the difference between designing and building. I remember when my cousin and I were playing a game where you can make your own levels. My levels were super technical and straight, whereas his are more natural.
I can always appreciate people who are able to create like that. I've often liked Rarity's creations for this same reason. (At least, the designs that weren't a gag.)
So, to answer the question, I have no idea what other costume Rarity would be in. I've seen art where she's dressed as a cat, but also as a more traditional witch (kind of like what Opal has going on here).

Oh, a relief! These kinds of black and white pieces are challenging for sure, it's hard to organize the elements and decide their colors! All those mangaka make it look so easy, don't they?
It's funny actually... When I made a game, my levels were really straightforward and bland, I think XD I focused more on making my animations and backgrounds look good! I'm also just terrible at level design, I don't really think in those terms well. You, me, and your cousin should team up to make a building, clearly! He'll design it, you'll... architect it, and I'll paint a mural on it XD
I think I saw a drawing where she was dressed as Marilyn Monroe! It... Sort of made sense, but sort of didn't too. It was an interesting idea, at any rate!
