In Zbrush parlance that's called a micromesh, which is really a short way of saying "turning polygons into repeated copies of the same mesh model". I made a two-link section of the chain and a long polygon strip which wraps around the character, then combined them that way.
It's a lot of fakery but it looks pretty good!
