ahem scenario number one: Both kagura and isabelle were working late at city hall when the two are attacked by burglars. as they were searching the place, they found copious amounts of vet wrap in isabelle's desk. Usually the punishment for such a crime of this high caliber is exile or banishment but they want to stick to tradition as no mayor has ever been impeached within their term of office or has left the town in general. So it was decided she'd be put on the strictest or strict house arrest and will be forced to live out her term in office in confinement. She will only watch from the sidelines as others take on the responsibility of everything but still retains the title of "Mayor" but during her sentencing, one hand raises up, Her secretary isabelle confesses that she is also to blame and must shoulder this burden as well. At first they did not know what to do but after a short conference Isabelle was too found guilty. Before kagura could even comprehend what was going on, she found herself wrapped up tight and gagged as well. Next she was taken to the city hall and to the basement as she was placed in a cell of some sorts with Isabelle shortly brought in next. She was dumbfounded as to why she would willingly admit to this but all of this became apparent as Isabelle got close to her Mayor and nuzzled her. Kagura didn't know if it was loyalty or even love but she nuzzled back knowing she had a friend in here as well. Upon seeing this, one of the guards had an evil and wicked idea. upon their binding their clothes were removed and replaced, so then he took the panties from the lock up and masked each girl with the others pair.
