Those are on elastic straps that hook under the shoulders to keep it tucked under shirts when you turn your head sharply or look up or down. While I'm painting the whole lycra suit it's intended to be worn with clothes...the can be skimpy though! :)

Yeah, I got some blue paint to use for the second coat. Sure I won't be able to get an exact match, but hopefully closer!
